Air Marshall Sir John Walker: The Man Who Appointed Halligen as CEO at Inkerman Group
- Air Marshall Sir John Walker: The man who appointed Kevin Halligen
CEO of the Inkerman Group. Sir John Walker worked with Qinetiq's
Dame Pauline Neville-Jones as Deputy Chairman of the
UK Government's Joint
Intelligence Committee. He was Chief of Defence Intelligence
in the UK and author of pre-war report on invading Iraq. Sarah Hogg - former
head of Policy in John Major's Conservative Government and the investor in
Brian Kennedy and Control Risks - also invests in Qinetiq.
Neville Jones, Hogg and Inkerman boss, Richard Ryder (all BBC Board Members
at the time) were jointly responsible for the sacking of Greg Dyke in the
aftermath of the Hutton Report and for issuing a dramatic unconditional apology
over the affair on behalf of the corporation. The board's patron Tony Blair
(and supplier of several private defense contracts to Ryder and Neville-Jones
in particular) accepted their apology. The BBC's original story said a government
statement that Iraq could deploy weapons of mass destruction within 45 minutes
was based on false intelligence that officials knew was unreliable.
- Inkerman Group: First Private Risk & Intelligence Company to hire
Kevin Halligen as CEO
of Inkermans and Executive Technical Director of the Inkerman Group in
May 2003 (he was replaced by Colin Moor - son of Inkerman
CEO Gerald Moor in May 2004 as a result of a merger with Swiss companies ViewTec
AG and Cyber City AG). Like Control Risks Group they are a business
risk and intelligence company with global clients. Staff are drawn from government,
defence, security, academic and business backgrounds. Led by Gerald
Moor - ex-British Army Officer involved in International Iintelligence
including counter terrorism. A prominent members of the Special Forces
Club, Moor and Major John Holmes were responsible for admitting
Halligen to the Special Forces Club in Knightsbridge. It is alleged
that Halligen lost his job at Inkerman in 2003 after Halligen drank Moor’s
stocks of champagne and vintage wines.
In 2002 Inkerman announced a strategic
partnership with newly privatised Government Defense forum, Qinetiq
- headed up by Baroness Pauline-Jones. Inkerman's Senior Driector is
Tory Peer Lord
Richard Ryder. Previous posts include Political Secretary under Margaret
Thatcher and Tory Whip under John Major. Lord Ryder was former
colleague of Qinetiq's Pauline Neville Jones in the Conservative Party
and also partnered her and Hogg in the BBC/Hutton colleague.
Halligen joined Inkerman in 2002 with John Holmes to work specifically
on the Inkerman/Qinetiq partnership, the Minerva
Programme - dealing in threat assessment and risk management solutions
from vulnerability assessment to forensic-led prosecution. This may help explain
why Halligen's business partner, Andre Hollis was lobbying Washington on behalf
of the Forensics Sciences Services (Birmingham) in 2008.

- Cap Gemini - IT company who employed Kevin Halligen prior
to his work at Inkerman. In July 2007 Capgemini were awarded a £40
million contract to develop 'ContactBase'
for the UK Government's Department for Children, Schools and Families
(DCSF). ContactBase was to be a Government's flagship database which would
include detailed information on every child living in England. The £224million
computer system was meant to come into operation in April 2008 but was delayed
following the loss of data discs containing 25 million child benefit records
by HM Revenue & Customs last year, which triggered fears that ContactPoint
records could easily find their way into the hands of paedophiles
and terrorists. The system is likely to become an integral systems feature
of the EU-Wide Alert Scheme - promoted by the McCanns.
- Colin Moor: Colin took over from Kevin Halligen as Technical
Director of Inkerman in May
2004. He had come across to Inkerman after serving 10 years with
the Union Bank of Switzerland (1989-1999). The Union Bank of Switzerland
(USB) is the Swiss Bank that featured in the Abacha/Nigerian money laundering
scandal. Watchwood Resources Ltd, the company that Halligen sub-contracted
to whilst working for Trafigura also featured in the famous Nigerian Money
Laundering scam, which involved the family of ex-Nigerian Military Dictator,
General Abacha. The money was laundered through Swiss and Jersey Financial
Institutions. During the trial Watchwood's founder, Jonathan Stamper is alleged
to have given instructions to a bank in Jersey to transfer £50,000 using Watchwood
Letterhead. Jersey would later return $149 million to the Nigerian Government.
Hundreds of millions of dollars are alleged to have been laundered on behalf
of the Abacha family through Jersey financial institutions.
Switzerland's federal banking commission reprimanded
the Union Bank of Switzerland over a due diligence failure, after being
suspected of handling funds linked to Abacha.
- Major General John Holmes: According to The Times, Holmes
was one of the ex-Special Forces officers who
put Halligen's name forward in 2002 (the other being Donald Palmer - pal
of Sir Stephen Rose of Control Risks Group). The three are alleged
to have met through Inkerman and other business arrangements.
Like Raymond Hewlett witness, Peter Verran, John Holmes had
served in the Scots Guard. Later he was appointed Special Operations Liaison
Officer at the British Embassy in Washington DC (where Halligen
relocated). Holmes is likely to be one of the most crucial figures in our
understanding of Halligen's business network.
In 2002 Holmes left the services and worked for Inkerman (see
entry above), a high profile UK-based security and risk management company
where Halligen worked as Executive Technical Director.
During 2003 he completed two main projects - Project
Unicorn, for the Metropolitan Police and UK Government which looked at
improving cooperation between the Government and the private sector in the
fight against Counter-Terrorism effort (the report had been commissioned by
the Metropolitan Police).
Holmes also set up SOE (an acronym that recalls Churchill's Special
Operations Executive). The Security
Operations and Education (SOE) Academy has opened as an holistic training
academy dealing in all aspects of security and counter-terrorism awareness.
He was also Director
at Erinys International, a British-owned security company awarded a multi
million pound contract to secure the Iraqi Oil infrastructure by Tony Blair.
Lord
Richard Ryder - Director at Inkerman,
Political Secretary to the Prime Minister Margaret Thatcher and Chief
Tory Whip under John Major. Ryder was Chairman and Acting Chairman
of the BBC from 2002 to 2006 - eventually replacing Gavyn Davies who resigned
over Blair and the board of govenor's bully-boy
handling of the David Kelly affair. Davies resigned following the criticism
of the BBC in the Hutton Report, which was set up to investigate "the circumstances
surrounding the death of Dr David Kelly". One of Ryder's first acts
as Chairman was to give a televised statement, during which he offered an
unreserved apology for the mistakes made during the Dr. Kelly affair. Ryder's
BBC Colleagues at this time were BBC Govenors Sarah Hogg (of 3i
investments) and Baroness Pauline Neville-Jones of Qinetiq. Also a
member of the Carlton Club - one of the oldest, most elite, and most
important of all Conservative clubs in the UK (members include Winston Churchill).
Ryder played no small part in the backbench uprising over the Maastricht Treaty
(the biggest shake up to the EU prior to the Lisbon Treaty). Major narrowly
succeeded by 40 votes in a referendum to have it ratified. Ryder was a prominent
member of the so-called 'Kitchen
Cabinet' whose job it was to keep the heat off Major during his leadership.

Tim Collins and Christopher Meyer. Graduate of Magdalene College, Cambridge.

as MP.
Chimera Partnership Ltd/Red Defence Ltd: The first companies
to be set up by Kevin Halligen and former British Officer and Inkerman
employee, Tim
Craig-Harvey. Educated at the prestigious Marlborough College, the former
Business Development Manager at BAE Systems currently heads
up CHS
Partnership LLP (registered September 2009 at Julco House, City of Westminster,
London) and Vigil Limited.
Both Chimera and Red Defence were registered
to 113-113a Jermyn Street, London, SW1Y 6HJ - as are RICHARD GUESS
PROPERTIES LIMITED and RADAR CAPITAL LTD (owned by Richard Guess - the 'Petrol
Station King' and George Bower respectively).
The flat where Red Defence and Chimera were registered to at
Jermyn
Street was sold at auction and at a greatly reduced price in September
2009.
Richard Guess also owns the splendid Rowleys
Restaurant on the first floor of 113 Jermyn Street. He is a real estate
investor.
According to its now defunct www.reddefence.com
website Red Defence, specialised in Crisis Prevention for Private
and Corporate Clients. The accompany blurb read: "Our aim is to safeguard

Tim
Craig Harvey: British Army Officer, trained at Sandhurst and former Inkerman
employee who set up Chimera Partnership and Red Defence with
Kevin Halligen. Tim's brother Nicholas
is the brother-in-law of the 12th Duke of Northumberland (one of Britain's
richest landowners). He was previously Business Development Manager at BAE
Systems. His new project The CHS partnership (registered in September 2009,
No OC348409) is based at 26-28 Great Portland Street - the same address as
Collins Benson Goldhill
- a highly respected firm of commercial and property lawyers. Previous employees
include Inkermans
Group.
Member of the cheerfully over-priveleged Hawkhurst's
Men - a club for those with peerages and those wishing they had peerages
in the village of Hawkhurst Kent. Other members include Patrick Stewart-Blacker
another former military officer (trained at Sandhurst) and Project Director
at IVC Media Ltd, Cordless Consultants and Project Perfection Ltd and Nicholas
John Edwards CEO at an Assets Company with Offices in London, Dubai and
New York (plus other assorted solicitors, hedge fund managers, surveyors,
hotel designers, yacht brokers, public relations men and embezzlers).
- Major Donald Palmer: Former Scots Guard and SAS pal of Sir Michael
Rose of Control Risks Group. Put the name of Kevin Halligen forward
for entry into the Special Forces Club in Knightsbridge London. Made
chairman of Special Forces Club in 1998. Rose was appointed at the same
time as President.
Palmer now heads up Crisis Management at Kroll
inc - a global risk consultancy in London. Kroll Intelligence were recently
bought out by iJet. Johan
Selle - Director of Operations at iJet - was responsible for handling
the Find Madeleine phone lines launched by Halligen in 2007. Kroll were responsible
for revamping security at the World Trade Center after the 1993 World Trade
Center bombing. They hired former FBI special investigator John O'Neill, specializing
on Osama Bin Laden to head the security at the WTC complex just prior to September
the 11th 2001. He was killed when the towers collapsed.

In 2007-2008 was Vice
President of Van
Scoyoc Associates, a powerful lobbying firm that performs services on
behalf of the British Embassy's Defense Procurement programme. Hollis - a
former Marine - was the US Deputy Assistant Secretary of Defense. Hollis
was the senior Department official responsible for efforts to train and equip
security forces in Colombia and Afghanistan. Regular Defense commentator
on Fox News.
- Van Scoyoc: Powerful lobbying company in the US. Is registered
as a foreign agent of the United Kingdom's Defense Research projects.
Employ's Halligen's partner Andre
Hollis. Van Scoyoc also won a Pentagon/Boeing deal for Vulture,
an unmanned endurance vehicle developed by the British-based Qinetiq
in a deal with American Aerospace. Performed lobbying
to 3i
and Qinetiq project Ricardo UK and the Forensic Science Services based
in Birmingham (in a deal that benefits both Brian Kennedy/Control Risk's investor
Sarah Hogg of 3i Private Equity and Qinetiq - UK's Privatised Defense company).
- Forensic Science Services: Based in Birmingham and resposisble for
handling all the major DNA testing for the Portuguese Police during the McCann
Investigations. Due to be privatised under Brown and looking for investors.
Headed by Simon Bennet - former Managing Director of Qinetiq - the former
Government Defence Company run by Baroness Neville-Jones.
